In accordance with this resolution, the period 2018-2028 is declared the International Decade for Action "Water for Sustainable Development", which began on the 22-nd of March 2018 and ends on the 22-nd of March 2028 (22 March - World Water Day).
Giving a speech at the Water Forum, the President of the Republic of Tajikistan stressed that "... today's global challenges and threats, including financial and economic crises, population growth, climate change, rapid hydrometeorological events, water shortages and, as a result, an increasing level of poverty, the growth of infectious diseases, child and maternal mortality, still require the mobilization of our efforts and the adoption of appropriate measures in this area".
In this regard, the Head of State proposed that the new Decade be prepared to replace the concluding International Decade for Action "Water for Life, 2005-2015", which will become an essential platform and will promote coordination and encouragement of all efforts to address issues and problems related to water resources.
In addition, the new Decade is designed to continue the unfinished business of the International Decade for Action "Water for Life, 2005-2015", enriching it with new measures and efforts to achieve the goals of sustainable development.
It is widely known that the initiative to proclaim the International Decade for Action "Water for Life, 2005-2015" was also put forward by the President of the country in 2003. That year, at the initiative of

In July 2016, the UN Secretary-General published a report on the implementation of the International Decade for Action "Water for Life", 2005-2015 (A / 71/260).
In accordance with this report, "the Decade was marked by many achievements. No other ten-year period in the history of the United Nations can compare with it by the number of events and results related to water resources".
Along with this, the Decade, as noted in the report, "has exposed shortcomings and problem points, slowing progress towards the achievement of goals and targets for water resources. There are numerous restrictions in terms of human, institutional and financial resources".
According to the resolution of the UN General Assembly, the goals of the International Decade for Action "Water for Sustainable Development" include increased attention to:
- Sustainable development and integrated management of water resources to achieve socio-economic and environmental objectives;
- implementation and promotion of relevant programs and projects;
- Expanding cooperation and partnerships at all levels to promote the implementation of internationally agreed goals and targets related to water resources, including the goals of sustainable development.
Moreover, the resolution emphasizes the importance of promoting effective water management at all levels, taking into account the interlinkages between water resources, food, energy and the environment.
In addition to that, the resolution defines the following actions as additional goals for the Decade:
- improving the mechanisms for the formation and dissemination of knowledge, facilitating access to knowledge and sharing information on best practices, obtaining new information related to the objectives of sustainable development related to water resources;
-creation of networks and assistance in forming partnerships and activities of other stakeholders in the implementation of goals and objectives related to water resources;
- Strengthening of communication activities at various levels in the interests of realizing the goals related to water resources.
This resolution invites the Secretary-General of the United Nations to take the necessary steps to plan and organize activities for the Decade at the global, regional and country levels with the support of the UN-Water interagency mechanism.
